TABLE OF CONTENTS
The Emergency Operations Plan (EOP) is a basic guide for providing a response by Missouri S&T faculty, staff, and students to major disasters occurring on Missouri S&T property. All personnel designated to carry out specific responsibilities are expected to know and understand the policies and procedures outlined. Emergency response to any major disaster will be conducted within the framework of this plan. Exceptions or changes to the outlined procedures must be approved by the Emergency Policy Group before implementation.
The Emergency Operations Plan is designed to effectively coordinate the use of Missouri S&T and community resources to protect life and property and restore the academic program immediately following a major natural or accidental disaster on the Missouri S&T campus. It is placed into operation whenever a disaster disrupts the normal operation of the campus. The primary emergencies addressed by this plan are a major earthquake, tornado, or accidental disaster.
The Emergency Operations Plan is under the executive control of the Chancellor and under the operational direction of the Missouri S&T Police Department Chief, henceforth to be designated the Emergency Operations Director. In the absence of the Missouri S&T Police Department Chief, the highest ranking member of the police department present shall serve as the Emergency Operations Director. When an emergency situation arises, the Emergency Operations Director will consult with the Chancellor or designated representative and will determine the severity of the situation and, if appropriate, will declare it an emergency (disaster) by activating the Emergency Operation Plan. The Emergency Operations Director in conjunction with the Chancellor, has the authority to modify as needed the priorities delineated herein.
The manner in which Missouri S&T personnel and equipment will be utilized will be determined by the Emergency Operations Group Representatives under the direction of the Emergency Operation Director. The Chancellor or designated representative will be responsible for deeming an appropriate time to deactivate the Emergency Operation Plan and notifying the Emergency Operations Director of such action.
The Emergency Operations Organization is made up of two (2) groups:
- The Emergency Operations Group reports to the Emergency Operations Director. This group consists of the following: Missouri S&T Police, Public Relations, Student Affairs, Missouri S&T Health Services, Counseling Center, Operations & Maintenance, Environmental Health and Safety, Human Resource Services, and Procurement.
- The Policy Planning Group reports to the Chancellor. This group consists of the following: Chancellor, Provost, Vice Chancellor of Student Affairs, Vice Chancellor of Administrative Services, Vice Chancellor of University Advancement, and Support Staff (Admin./Clerical Assistance).
Each Missouri S&T Department/Office listed in either of the groups will designate a primary representative and at least two (2) alternates.
In the event of a major disaster, the Emergency Operations Plan will be implemented in the following ways:
- If Telephone Services ARE Operational
- The Emergency Operations Director will activate the Emergency Operations Plan and designate a location for the Emergency Operations Center.
- The Police Dispatcher or designated representative will immediately begin calling the members of the Emergency Operations Group and advising them to report to the designated Emergency Operations Center.
- The Police Dispatcher will periodically advise the Emergency Operations Director of the availability and estimated time of arrival of the Emergency Operations Group representatives.
- After notifying the Emergency Operations Group, the Police Dispatcher or designated representative will call the members of the Policy Planning Group and advise them to report to the designated Emergency Operations Center.
- If Telephone Services ARE NOT Functional
- The designated members of the Emergency Operations Group and the Policy Planning Group will immediately report to the General Services Building to implement the Emergency Operations Plan as soon as they are aware that a major disaster affecting the Missouri S&T campus may have occurred.
- If the designated members of the Emergency Operations Group do not respond to the Emergency Operations Center in a reasonable amount of time, messengers may be dispatched.
NONWORKING HOURS
There is a strong possibility that a disaster envisioned in this plan may occur before or after regular Missouri S&T office hours, on a holiday, or during a weekend. While the structure of this plan remains the same, its implementation will vary depending on available resources and manpower until the proper officials can be notified. Until that time, however, the individuals assuming the most responsibility will be those officials/individuals of highest rank who are available. These individuals should seek to follow as nearly as possible the guidelines discussed in this plan while simultaneously making an effort to notify superior officials of the situation so as to obtain verification or advice on their actions.
The Emergency Operations Group and Policy Planning Groups RESPONSIBILITIES are outlined on pages 5 and 6. The Emergency Operations Group reports to the Emergency Operations Director, and the Policy Planning Group reports to the Chancellor.

The Emergency Operations Group and Policy Planning Group will concentrate efforts on Priority I Objectives until these objectives are substantially met. Priority II and III Objectives will be addressed as resources become available. The groups listed above will keep records of all activities.

It is expected that, as operations progress from Priority I through Priority II and III, the administrative control of the Missouri S&T campus will move from the Emergency Operations Organization back to the normal Missouri S&T organizational structure. The Chancellor or designated representative will determine when to deactivate the Emergency Operations Plan.
The Director of the Missouri S&T Police is responsible for coordination of Emergency Operations Planning.
PLANNING RESPONSIBILITIES
The Director of Missouri S&T Police shall:
- Call periodic meetings with designated members of the Emergency Operations Planning Group and Policy Planning Group to revise and update the Emergency Operations Plan to ensure that all representatives understand their roles and responsibilities.
- Distribute the updated copies of the Emergency Operations Plan to all appropriate Missouri S&T personnel and outside agencies.
The designated members of the Emergency Operations Planning Group and Policy Planning Group have the following planning responsibilities:
- Attend all Emergency Operations Planning meetings.
- Designation of primary and alternate representatives for the Emergency Operations Planning Group and Policy Planning Group.
- Assist in the development and revision of the Emergency Operations Plans.
It is recommended that designated members of each campus department implement the following suggestions:
- Development of a specific, concise emergency plan covering the responsibilities assigned for their department.
- Develop and implement training programs to assure that all staff members of their department understand the Plan and their assignments.
